Senior counsel specialising in public business law, advising and litigating on public procurement, public property, urban planning and other public-law matters, particularly in regulated sectors such as health and transportation. He joined De Gaulle Fleurance & Associés in 2017, has developed a recognised litigation practice, taught at the University of Panthéon‑Sorbonne (2013–2018) and since 2022 gives a seminar at the University of Lille, and regularly publishes in legal journals.
