Partner at Cuatrecasas in Portugal specializing in public and regulatory law, administrative law, arbitration and environmental law; he has handled major public-private projects and acted both as counsel in arbitration proceedings and as an arbitrator. He began his career at Cuatrecasas (leading its public law team for eight years), later worked at and founded other firms, combines practice with teaching and publications, and is a member of the Portuguese Bar Association.
