Managing Partner at Andrey Delchev and Partners - Eurolex Bulgaria, Andrey Delchev is an expert in commercial law, public‑private partnerships (PPP), concessions, energy law and utilities and has led legal teams on projects financed by international financial institutions. He established EUROLEX in 1997 and previously served as a judge and chairman of the Sofia regional court and as Head of the Legal Department at the Council of Ministers (1991–1997).
