Partner at Lembeye and attorney (University of Chile) with a PhD in Law from Universidad Carlos III de Madrid. He specializes in public law, regulated markets and competition, advising on antitrust and administrative and contentious-administrative disputes (including before the Constitutional Court), and has served as head of the Telecommunications Undersecretariat’s legal department where he led the State’s legal defense and participated in sectoral legislative and regulatory reform.
