Senior partner in the Public Law department at Muñiz, Olaya, Meléndez, Castro, Ono & Herrera Abogados (Peru) with extensive experience in administrative and electricity regulation. Former Legal Advisor at the Office of the Manager of Electricity Audit at OSINERGMIN (1997–2007); Director of Electricity Audit, Emtal Project, World Bank (1995–1997); and professor of Administrative Law at Pontificia Universidad Católica del Perú (2000–2007).
