Had a Labor Magistrate’s career from 1963 to 1995; served as Minister of the Superior Labor Court and was president of that court from February 1991 to February 1993. Became a lawyer in June 1995 and served as a judge of the Administrative Tribunal of the Inter-American Development Bank, chairing the tribunal from 1 January to 31 December 1999 (IDB based in Washington, USA).
