The firm: Drew & Napier was formed in 1889 by the original partners Alfred Henry Drew and Sir Walter John Napier. A Manchester barrister, Napier achieved many distinctions in his career, including being appointed Attorney-General from 1907 to 1909. Napier was also the driving force behind the Bar Council’s decision in 1892 to begin publishing the Straits Settlements Law Reports, of which he was the first editor. Drew & Napier’s first Singaporean partner was Joseph Grimberg, who joined the firm in 1957. He rose to become managing partner, and was responsible for accelerating the pace of Asian recruitment to the more senior ranks in the office. In 1987, he sat in the High Court of Singapore as a Judicial Commissioner, but rejoined Drew & Napier as a consultant in 1989. Drew & Napier has been home to many notable legal and political figures. Over a dozen senior counsel practiced at Drew at some stage of their careers, more than any other law firm. Five Members of Parliament have called Drew their home. Prominent alumni include former Senior Minister of Singapore Professor S Jayakumar; former Chief Minister of Singapore David Marshall; Coordinating Minister for National Security and Minister for Home Affairs K Shanmugam, SC; Minister, Prime Minister’s Office, Second Minister for Finance and Second Minister for National Development Indranee Rajah, SC; Justice of the Court of Appeal Judith Prakash; Justices of the Court of Appeal Steven Chong and Hri Kumar Nair, SC; former President of the Law Society of Singapore and Chairman of the Singapore International Mediation Centre George Lim, SC; and Chief Strategy Officer and former Chairman of the EW Baker Centre for Law and Business under the National University of Singapore’s Faculty of Law, Tan Cheng Han, SC. Today, Drew & Napier is housed at 10 Collyer Quay, which was the original address of the firm when it was founded by Alfred Henry Drew and Sir Walter Napier. Cavinder Bull SC
Cavinder is the Chief Executive Officer of Drew & Napier. He has an active practice in complex litigation and international arbitration. He is engaged in trial and appellate advocacy at all levels of the Singapore Courts and has appeared as counsel in international arbitration in various countries. He is also co-head of the Competition Law & Regulatory Practice. Cavinder graduated with First Class Honours in law from Oxford University in 1992. He was called to the Bar of England & Wales the following year, placing fourth in the Bar examinations. He returned to Singapore and passed the Singapore Bar exams, winning the prize for top candidate. Cavinder worked for the Chief Justice of Singapore as a Justices' Law Clerk before joining Drew & Napier in 1994 as a litigation associate. In 1995, he was awarded the Lee Kuan Yew Scholarship and left for Harvard Law School where he received an LL.M. He passed the New York Bar exams and was admitted to practice in New York. Cavinder practised as a litigation associate with Sullivan & Cromwell in New York until late 1997 when he returned to Singapore and Drew & Napier. He was made a partner of Drew & Napier in 1998 and a Director of the firm in May 2002. He was appointed Senior Counsel by the Chief Justice of Singapore in 2008, one of a handful to have been accorded the honour before the age of 40. Cavinder is on the Governing Board of the International Council for Commercial Arbitration (ICCA), is Vice-President of the Court of Arbitration of the Singapore International Arbitration Centre and on the Advisory Board of the AFSA International Arbitration Rules Drafting Committee. He was a member of the World Bank Sanctions Board from 2018 to 2023, a former Vice-President of the Asia Pacific Regional Arbitration Group, and served as Chairman of the Singapore Stock Exchange’s Disciplinary Committee from 2017 to 2023. He was also a member of the Securities and Industries Council from 2016 to 2022. Cavinder was a member on the inaugural Disciplinary Tribunal of the International Association of Athletics Federations (IAAF).
