Aurore-Emmanuelle Rubio

Aurore-Emmanuelle Rubio joined CMS Francis Lefebvre in 2010 and became a partner in 2025. She practices in energy and climate change law with a particular focus on decarbonisation across the entire energy sector – renewables (offshore wind, hydro power, geothermal, biofuels, with/without storage), low-carbon (nuclear, hydrogen, and electrofuels), and fossil fuels. Her practice also covers demand-side management. She has extensive experience in the development of energy projects in France (project structuring, negotiation of industrial and operational contracts for energy infrastructure construction projects, Engineering, Procurement and Construction (EPC), Operation and Maintenance (O&M), Transitional Services Agreements (TSA), Balance of Plant (BoP) contracts, negotiation of agreements for the monetization of production, e.g., CPPA, aggregation, tolling, etc., whether based on international standards or not). She is also recognised for her experience and knowledge of energy and carbon regulations (regulation of essential infrastructure, capacity mechanism, flexibility, adjustment mechanism, sustainable mobility and EV charging infrastructure, carbon markets, C02 quotas, and Phase 2 of the Emissions Trading System (ETS2)).
