Chanaka de Silva, President’s Counsel, is a Partner at Nithya Partners in Sri Lanka and is regarded as a leading expert in project finance transactions and negotiations. He has over 30 years' experience advising, negotiating and structuring major infrastructure projects across electricity, telecommunications, petroleum, roadways, ports and mining, and previously served as State Counsel at the Attorney‑General’s Department (1987–1996) before founding Nithya Partners in 1997.
