Dr. Omri Sender is a Partner at S. Horowitz & Co in Israel who advises States, international organizations and multinational corporations on public international law, including treaty obligations, immunities, maritime and territorial boundaries, the law of the sea, human rights, international investment, international criminal law and State responsibility. He has particular expertise in international dispute settlement (including proceedings before the ICJ, ITLOS, UN treaty bodies and ICSID), has chaired the firm's Public International Law Practice Group since 2023, and previously served at the World Bank, the Supreme Court of Israel and the UN International Law Commission.
