Adv. Shay Berger is a VAT and indirect-tax specialist with more than 25 years' experience, formerly Director of the Professional Department at the tax authority. He advises private and corporate clients (including banks, insurance companies, municipalities and government companies), serves as an arbitrator in complex VAT disputes, is a full professor at the Hebrew University and is co-author of the book "Value Added Tax in Law and Theory."
