He is also a registered objection investigator under the Planning and Construction Law for hearing objections on national master plans. Dr. Nasser also has expertise and experience in dispute resolution, mediation, and arbitration and has often served as a court-appointed mediator in complex cases. Dr. Nasser holds a PhD in philosophy from the Tel Aviv University for a thesis that he wrote in the School of Law on the law’s role in planning and construction proceedings in the Arab sector, a treatise that is valued as one of the leading works on urban planning in Israel. In addition, Dr. Nasser has authored numerous academic and professional publications on planning and construction that were published in prestigious journals in Israel.
