Ian Refalo is a founding partner of Refalo Advocates and a Professor of Public Law, holding the AD Personam Jean Monet Professorship at the University of Malta and serving as Dean Emeritus of the Faculty of Laws. He is widely recognised as Malta’s leading authority in administrative and public law, has practised at the bar for over 50 years, and acts for government and private entities including public and private companies and independent state bodies.
