Partner, attorney Eva Olesen is a specialist in public procurement and construction. She advises public authorities, utility companies, and private enterprises on all aspects of the procurement and execution phases – frequently in relation to large-scale infrastructure tenders and tenders within the social housing sector. Eva has extensive experience providing strategic advice on procurement design, managing procurement processes from start to finish, and drafting and negotiating contracts. She also advises on various models of cooperation and organization (early contractor involvement), as well as the specific rules governing municipalities’ obligation to tender waste suitable for incineration. Since 2016, Eva has acted as a legal advisor to the construction consultant for social housing associations and their management companies involved in the realisation of the HP4 masterplan for Brøndby Strand Parkerne, a project with a total budget of DKK 4 billion. In 2024, Eva assisted the Copenhagen Metro and the Greater Copenhagen Light Rail in drafting the company’s ‘second-generation’ social clauses. She also contributed to the formulation of its ‘first-generation’ clauses in 2016. Likewise, acting as legal sub-consultant to NIRAS in 2024, Eva provided the legal background analysis forming the basis for the Danish Utility Regulator's guidance on competition-enhancing measures and the new rules on competitive tendering for incinerable waste (Act No. 745 of 13 June 2013).
