He advised the Judiciary Reform Program (1997–2000) sponsored by the United Nations and served as a consultant to PNUD (UNDP), BID (Inter‑American Development Bank) and OIT (ILO) on labour constitutional and judicial issues; he also teaches labour taxation, disengagement strategies and trade union relationships.
