Capital Member and Chairman of the Environmental, Energy & Land Use Practice Group at McConnell Valdés LLC in Puerto Rico, advising on greenfield and brownfield development, land use, environmental compliance, permitting, siting and negotiation of energy contracts. He has handled complex environmental and mass litigation including multi‑party CERCLA matters and the Río Piedras Explosion Litigation, acted as environmental counsel for lenders and equity investors in energy project financings, and participated in drafting Puerto Rico renewable energy legislation (Acts 82 and 83 of 2010) and the net metering chapter of Act 57 of 2014.
