Rocky Alejandro L. Reyes heads the Special Projects Department at SyCip Salazar Hernandez & Gatmaitan and specializes in taxation, project finance, construction, leveraged leases and infrastructure projects. He has advised on drafting implementing rules for the revised BOT Law and other infrastructure legislation, is involved in private power and infrastructure projects in the Philippines and elsewhere in Asia, served as a foreign attorney in Tokyo (1988–1990), and is a professorial lecturer at the University of the Philippines College of Law.
