Gabriel Zbârcea is Managing Partner at Tuca Zbarcea & Asociatii. Gabriel has extensive expertise in mergers and acquisitions, energy and natural gas law, military procurement programs, and energy security projects in Romania and the Republic of Moldova. He has acted as a trusted advisor to leading Romanian and multinational companies, with significant experience advising clients based in the United States, France, the United Kingdom, and Germany. Gabriel has successfully assisted with international joint ventures and corporate restructuring, as well as the development of large-scale investments such as major greenfield projects in the renewables, oil, gas, mining and steel sectors. He has played a pivotal role in privatisation processes of State-owned enterprises, including the first privatisation deals taking place in Romania in the area of electricity, oil and gas. In addition to his legal background, Gabriel honed his skills and talents in the public sector in his capacity as State Counsellor to Romania's Prime Minister and President of the Romanian Privatization Agency (the Authority for State Assets Recovery - AVAS).
