Yacov Cohen

Yacov Cohen is one of our founding partners and Head of the Planning and Construction Department. Yacov operates in every aspect of real estate law and has unique expertise in planning and construction issues, business licencing, betterment levies, infrastructure, environment and handling criminal proceedings under planning and construction law and business licensing law. He has extensive experience in accompanying planning procedures within the various planning institutions, such as the National Planning and Building Council and the various district committees. Yacov also accompanies hundreds of licencing procedures for infrastructure agencies and some of the largest commercial companies in the country, including leading construction companies, and regularly appears before planning and construction committees as well as compensation and betterment tax appeal boards. He represents and appears before all judicial instances in the State of Israel, including the Supreme Court, the High Court of Justice, arbitration proceedings, proceedings before the Court of Administrative Affairs and civil proceedings in all courts. Yacov also serves as an arbitrator in civil and administrative disputes. Serving as Chief Legal Counsel to a leading communications company, he advises the company on real estate, planning and construction, litigation and property management; he accompanies the company in complex contractual agreements with authorities, government companies and some of the largest business entities in the economy. Yacov also represents the company in complex lawsuits at all instances, in discussions in the various planning committees, in matters of regulation at Knesset committees, in various legislative proceedings, and with the Ministry of Communications. In addition, Yacov serves as Chief Legal Counsel for a prominent academic institution in the centre of the country, with some 20,000 students. Within this capacity, he provides ongoing legal advice on a wide variety of topics, such as representing the college before the Registrar of Associations, handling legal matters with the Council for Higher Education, ongoing handling of contracts with suppliers and employees, representation before various judicial instances and before local government authorities. Yacov was recognised by The LEGAL 500 international ranking guide that recommended his work in the field of planning and construction.
