A former state counsel for over 13 years (currently on voluntary leave), he acted as agent for the Kingdom of Spain in 100+ cases before the Court of Justice of the European Union and the General Court and has held senior legal roles at the Spanish National Energy Commission, the Secretary of State for Finance and the EU Agency for the Cooperation of Energy Regulators; he is a member of the Madrid Bar and lectures at Universidad Carlos III de Madrid and Universidad Francisco de Vitoria.
