He has acted as consultant to numerous port and airport authorities, advised the Italian Ministry of Infrastructures and Transport on public procurement and concessions, has served regional and local governments on transport regulation, and has been Professor of Maritime and Transportation Law at the University of Bologna since 1991; he has also participated in IMO, UNCITRAL and UNCTAD activities contributing to international maritime and transport conventions.
