A specialist in procurement, state aid and real estate law, Ward works from context, not structures, from solutions, not impossibilities, to contribute positively to his clients’ objectives. These clients include public and semi-public authorities, education and healthcare institutions, non-profit organisations and companies in a variety of industries. Ward advises and litigates on all aspects of procurement law, including the applicability and scope of the Dutch Procurement Act. He assists contracting authorities to organise procurement procedures and represents clients’ interests in procedures before the Committee of Procurement Experts and advisory procedures. In the area of state aid law, Ward advises his clients on how to “state aid-proof” financial transactions with a public-private dimension. He also has extensive experience in setting up public-private partnerships and property-related contract negotiations. Ward is a partner at Boels Zanders. He has completed the Grotius specialisation programme in European and Dutch Public Procurement Law, graduating cum laude. Ward is a member of the Dutch Association for Public Procurement Law (NVvA) and the Association for Construction Law Practitioners (VBR-A).

Wemmeke Wisman was admitted to the Dutch Bar in 1998. She specialises in conducting (complex) civil proceedings with public (international) law aspects. Her clients include listed companies, various ministries and other public authorities. Wemmeke provides judicial and extrajudicial advice to commercial entities in the field of liability law and contract law. Furthermore, she litigates on behalf of the tax authorities in civil cases and also deals with issues such as the immunity of foreign states and the restitution of stolen art. Willem’s practice includes advising and litigating for various parties within the areas of planning and environmental law and real estate law. He specialises in spatial planning law, environmental law related to facilities (inrichtingen), REACH, substances of very high concern, land use policy (in particular expropriation, the Dutch Act on Preferential Rights of Municipalities (Wvg), long-term ground lease, and land exploitation), and energy law. Willem acts on behalf of property developers, investors, businesses in the (chemical) industry, utility companies, and parties active in (sustainable) energy projects. His clients further include local and regional authorities, such as municipalities, provinces, and environment agencies. Because of his broad range of expertise and experience, Willem quickly perceives strategic interrelationships, making him the right sparring partner for his clients. Willem Van der Werf has significant expertise in the areas of construction, real estate, and government. Political and administrative authorities’ interests frequently play a large role in his practice. In particular, when it concerns development and transformation of a geographical area where public as well as private parties are involved. Willem’s experience enables him to look beyond just the legal aspects of a matter and to assess related political and administrative law risks.
