After gaining experience within both administrative and judicial courts (Tribunal de grande instance, Administrative Court, Conseil d’État), Alexandre Riquier was admitted to the Bar in 2011 and subsequently practiced in several law firms specializing in public law. A partner at Lexcase since January 2026, he advises and assists both public and private clients on all aspects of public law, in both advisory and litigation matters, particularly in relation to public entities law, public service law and public contracts. His operational and close-to-client approach, based on a thorough and cross-disciplinary understanding of how public bodies operate and the constraints they face, is aimed at ensuring legal certainty and providing strategic support to public, semi-public and private decision-makers. Alongside his practice, his career has been marked by a strong and continuous commitment to higher education and professional training, with the aim of maintaining, strengthening and sharing his expertise. After teaching public law in several institutions, he now teaches at the Master’s level (Master II) at Paris II Panthéon-Assas University, where he is also a member of the program advisory board and the examination board. In the area of infrastructure, Alexandre assists his clients throughout the project life cycle, from the structuring of calls for tender, the drafting and negotiation of contracts through to their execution. Alexandre advises public bodies, industrialists and investors, and lenders. Alexandre also advises major public companies and their shareholders on all operations relating to their development and governance: capital transactions, changes in legal form or governance, reorganisation, etc. Alexandre has worked on the structuring of a number of public projects and has recently been involved in several operations in the rail sector, such as the development of the Charles-de-Gaulle Express project (on the public authority side), the financing of the acquisition of rail equipment by several Regions (on the lender side) and the conclusion of the first rail line concessions open to competition (on the sponsor side). More generally, Alexandre is regularly involved in the transport, sport and energy sectors.
