Erik Kjær-Hansen is a competition law expert and the head of the Gorrissen Federspiel's EU & Competition Law practice group. For more than 20 years, Erik has assisted Danish and international entities in relation to competition law, procurement law and state aid law. He has comprehensive litigation experience and has conducted cases before the Supreme Court. In respect of competition law, Erik focuses on litigation (including actions for damages), issues relating to dominant undertakings and cartel probes. In relation to procurement law, he assists authorities and undertakings in carrying through tender procedures, submitting bids and conducting complaints proceedings. Erik also assists undertakings and authorities with other regulatory issues and has significant experience with external legal investigations. He also acts as arbitrator.

Partner, attorney Eva Olesen is a specialist in public procurement and construction. She advises public authorities, utility companies, and private enterprises on all aspects of the procurement and execution phases – frequently in relation to large-scale infrastructure tenders and tenders within the social housing sector. Eva has extensive experience providing strategic advice on procurement design, managing procurement processes from start to finish, and drafting and negotiating contracts. She also advises on various models of cooperation and organization (early contractor involvement), as well as the specific rules governing municipalities’ obligation to tender waste suitable for incineration. Since 2016, Eva has acted as a legal advisor to the construction consultant for social housing associations and their management companies involved in the realisation of the HP4 masterplan for Brøndby Strand Parkerne, a project with a total budget of DKK 4 billion. In 2024, Eva assisted the Copenhagen Metro and the Greater Copenhagen Light Rail in drafting the company’s ‘second-generation’ social clauses. She also contributed to the formulation of its ‘first-generation’ clauses in 2016. Likewise, acting as legal sub-consultant to NIRAS in 2024, Eva provided the legal background analysis forming the basis for the Danish Utility Regulator's guidance on competition-enhancing measures and the new rules on competitive tendering for incinerable waste (Act No. 745 of 13 June 2013). Based on this, she has advised a number of local authorities and municipal waste-to-energy companies on structuring procurement processes in accordance with the new rules.

Frederik Bruhn is a certified IT attorney under the Association of Danish IT Attorneys and has 20 years of experience with the contracts and ongoing legal challenges of IT businesses. He often assists suppliers of IT services in connection with outsourcing, project and acquisition agreements, licence agreements etc. and with the preparation of standard contracts for IT businesses. Frederik also provides legal services in relation to contract management, contract optimisation, purchasing of IT based companies (and other rights-based enterprises) and investments in these types of companies.
